The Afternoon Everyone Already Knows
The Hilltop Halloween Festival returns to Robinson Park every fall, organized by the Hilltop Neighborhood Association, and the exact date moves a little each year. In 2024 it ran noon to 2 p.m. on Sunday, October 27. In 2025 it shifted to 2 to 5 p.m. on Sunday, October 19. The format holds steady even when the date doesn't: free admission, costumes, games, a crowd of families on a park built for exactly this kind of afternoon. Here is the detail that catches newer residents off guard no matter which October Sunday the festival lands on. Restrooms across Hilltop's parks, including Robinson, run on a seasonal schedule and close for the year at the end of September. By the time the festival happens, the facilities have already been shut for weeks. It is not a flaw in the planning so much as a mismatch between two separate calendars: the city's parks operations schedule, set around budget and staffing, and the neighborhood's own social calendar, set around when trick-or-treating actually happens. The Same Board Runs a Second Calendar
The organization behind the festival was not built for festivals. The Hilltop Neighborhood Association traces back to 1951, when a B-29 returning to Lowry Air Force Base struck five houses near South Eudora and Dahlia streets, killing eight of the fourteen crewmen aboard. Neighbors called a meeting to prevent it from happening again, and the group that formed, originally the Mountain View Civic Association, spent the next decade lobbying to move low-flying flight paths off the neighborhood entirely. That advocacy function never went away. It just changed subjects.
Today the HNA is registered with the City of Denver as a Registered Neighborhood Organization, not a homeowners association, which means it has no authority to enforce covenants but does have standing to speak for the neighborhood in front of the city on zoning, traffic, and development questions. Its footprint runs Colorado Boulevard to Holly Street, Alameda Avenue to 8th Avenue. The board can hold up to thirty directors, meets every other month on the second Tuesday at Graland Country Day School, entering on 1st Avenue and heading to the second floor of the gym, and every meeting includes a public comment period written into the bylaws specifically so residents can weigh in. Separately, once a year, in the fall, the association holds its Annual Membership Meeting and Board of Director election, where the incoming slate is elected by a majority vote of members in good standing.
That fall meeting is the second calendar. It has no costumes.
What Actually Lands on the Agenda
The reason the fall election matters more than a typical HOA vote is what this particular board has spent 2026 doing. Fewer residents track that the same organization runs a bi-monthly public meeting where zoning and transit questions get discussed before they get decided, or that the fall election is the mechanism that decides who is in that room representing them.
